On July the 6th Administration of FEZ "Vitebsk" and the Chinese company "Blue Lotus" signed a letter of intent to establish the manufacture of furniture and wood processing within the borders of the Free Economic Zone "Vitebsk".
The Chinese investor plans to open up to ten wood production companies - ranging from biofuel to furniture.
The estimated investment volume is no less than $300mln USD. The project is set to begin implementation in 2019. Until then the investor must address organisational matters concerning the company registration as a FEZ "Vitebsk" resident as well as resolve the matter of importing wood from Russia.
In the context of the letter of cooperation with the Union of Trade and Industry Promotion Organisations (Republic of India) on July the 5th the Administration of FEZ "Vitebsk" was visited by Prince of Quatar Sheikh Hamad Ali J.M.Al-Thani.
In the course of the meeting the Administration presented him the opportunities to establish a business within FEZ "Vitebsk", the logistic advantages of establishing production, the conditions and preferences for the FEZ residents. The matters of cooperation in informing the business circles of the State of Quatar about the investment opportunities in the Republic of Belarus, in promoting the information about FEZ residents and their produce to consider the possibility of its promotion in the Middle East markets and financing the Belarusian and joint projects planned to be implemented within the FEZ "Vitebsk".
One of His Excellency's interests was implementing projects to grow crops (barley, wheat etc.) in the Vitebsk region.
On June 27, 2018 a delegation from the Union of Trade and Industry Promotion Organisations (Republic of India) visited the Administration of FEZ "Vitebsk".
During their visit the delegation familiarized themselves with the FEZ "Vitebsk" industrial potential, visited the investment areas for establishing a business using the FEZ preferential treatment.
In the course of the negotiations in the Administration of FEZ "Vitebsk" both sides discussed in details the prospects of further cooperation, the opportunities, the terms and conditions of implementing investment projects using the indian funding in the field of pharmacy.
The guests from India highly praised the investment potential of the Vitebsk region.
The agreements between the Administration of FEZ "Vitebsk" and the Indian delegation were further solidified in a letter of cooperation with its basis in the promotion of the Free Economic Zone "Vitebsk" among the business community of India.
The Administration of FEZ "Vitebsk" gave Mr. Priyanshu Jha, with his consent, the power of attorney the represent the interests of the Free Economic Zone "Vitebsk" on an international scale.
On June 21, 2018 at the initiative of the Administration of FEZ "Vitebsk" a constituent assembly took place regarding the establishment of a Council of the Heads of Administrations of the Free Economic Zones, which will become an effective platform for comprehensive solution of the matters of improving the investment legislation of Belarus.
As noted by Mikhail Skurat, the Head of Administration of FEZ "Vitebsk", such form of interaction will allow to take a consolidated position on various matters of the functioning of zones subject to special legislation, submit proposals to enhance legislation and to collaboratively solve problems on a national and local scale.
'This will allow to solve more effectively the strategic goal of the FEZ - attracting investments to the country', - Mikhail Skurat stressed.
The plan is to include as members of the council, besides the heads of administrations of the FEZs, representatives of the Great Stone Industrial Park and the National Investment and Privatiяation Agency. By the end of summer a Provision of the Council and other documents regulating the work of the council are to be drafted. The meetings of this advisory body will be held no less than once a year within the free economic zones of Belarus.
This initiative was supported by the Ministry of Economics with its Deputy Head, Pavel Utyupin, personally taking part in the Council. He noted that the Council of the Heads of Administrations of the FEZs would become an additional platform for the opinion exchange and the development of courses to enhance the business environment.
The 4th Belarusian and Lithuanian Economic Forum, attended by more than 100 Lithuanian businessmen and around 20 representatives of the local self-governance of Lithuania, took place in Vitebsk on the 7th-8th of June.
The Forum is organized once a year in Belarus or Lithuania. This year it was Vitebsk that became the platform of cooperation.
Them main goal of the Forum is to further enhance and to improve the efficiency of the mutual cooperation between Belarus and Lithuania in different spheres, to strengthen and discover new business contacts, to expand the cooperation between the regions as well as in the spheres of textile, transport and logistics.
The Forum opened with a plenary meeting, where Mikail Skurat, the Head of Administration of FEZ "Vitebsk", familiarized the Forum attendants with the terms and conditions of conducting business within the free economic zone "Vitebsk" and its development prospects. After that the Forum program was organized by sections. Several FEZ "Vitebsk" residents presented their potential during the expo: "PA Energokomplekt" LLC, "Pozhtekhnika" JSC, "Bell Bimbo Plus" LLC, 'Plant Legmash" OJSC.
The Lithuanian side expressed their interest in cooperation in wood processing. As proof of their interest an agreement was signed during the Forum to implement an investment project to establish a large wood processing complex in the Vitebsk region.
On May 28-29, 2018 a business delegation from the Shandong province (PRC) visited the Vitebsk region. The
Chinese delegation included around 120 people representing 14 departments of commerce of the Shandong cities and around 50 companies of the region.
On May 29 companies and organizations of the Vitebsk region were exhibited before the delegation who were able to familiarize themselves with their products. FEZ "Vitebsk" residents such as "Orsha Linen Mill" RUPTE, "FORTEX-WATER TECHNOLOGIES" JLLC, "PA Energocomplekt" LLC, "Polymerconstruction" UE and "SIVital" LLC participated in the exhibition.
The Chinese guests visited a number of the companies in the Vitebsk region including "Orsha Linen Mill".
After that the authorities of the Vitebsk region, heads of the Municipal Executive Committees of the Vitebsk region as well as the Administration of the FEZ "Vitebsk" held a meeting with the Chinese representatives, where both sides discussed optioins of the future cooperation. The top priority areas include trade expansion, turnover increase and investment cooperation.
On May 17-18, 2018 the 7th International Economic Forum "Innovations. Investment. Prospects" was held in Vitebsk. The Administration of FEZ "Vitebsk" was one of its organizers.
This year the main events of the International Economic Forum took place in the Summer Amphitheatre. As always, the participants were able to witness the investment potential of the companies in the Vitebsk region, as well as the residents of the FEZ "Vitebsk".
The 7th International Economic Forum "Innovations. Investment. Prospects" gathered 42 delegations from 14 countries all over the world (Russia, Ukraine, Lithuania, Latvia, Poland, Turkey, Vietnam, Israel etc.).
Among others, the Forum held the networking section "FEZ as a Promising Basis to Attract Foreign Investment". The Section of the Free Economic Zone "Vitebsk" was attended by: Fatih Turhan, the Trade and Economic Advisor of the Embassy of the Republic of Turkey to the Republic of Belarus, Kazimezh Zdunovski, the Chairman of the Polish-Belarusian Chamber of Commerce, Isabella Vitashek, the Head of Business and Autonomy Support of the Łódź Regional Development Agency - a FEZ "Vitebsk" partner, as well as representatives from Russia and Lithuania. The Section participants held presentation, shared experience of attracting foreign investment and implementing investment projects within the FEZ "Vitebsk" preferential regime.
On the 1st August the Ambassador of the Republic of Turkey to the Republic of Belarus Mrs. Kebzan Nilvana Darama visited Vitebsk.
It was the first visit of Mrs. Nilvana Darama to Vitebsk, the main aim was to get acquainted with the Vitebsk region, establish contacts with the region government, and visit the free economic zone "Vitebsk". The delegation included Turkish businessmen in addition to diplomats.
At the meeting with Vice-chairman of the Vitebsk Region Executive Committee Oleg Matskevich, the two parties discussed in details the status and prospects of trade and economic cooperation, targeted ways for further two-sided cooperation.
Within the framework of the visit, the Turkish delegation headed by the Ambassador visited the administration of the free economic zone "Vitebsk". The guests had an opportunity to get acquainted with the investment potential of the Vitebsk region, which caused a certain interest in representatives of Turkish business. By the way, in the five months of this year, the turnover of residents of the FEZ "Vitebsk" with Turkey amounted to more than 3.5 million US dollars. The only exporter is "Orsha Linen Mill", compared to the same period last year, the export growth rate was 162%. In business negotiations with the Turkish delegation in the administration of the FEZ "Vitebsk" the director of the Vitebsk regional marketing center Irina Makarenko took part.
As the result of the visit, the certain number of agreements have been reached, one of which is the organization of the visit of the delegation of the Vitebsk region to Turkey in September-October this year to establish mutually beneficial cooperation, as well as possible exchange of experience.
December 30, 2016 was signed the Presidential Decree № 508 "On the change of the Presidential Decrees" (hereinafter - the Decree). The urgency of its adoption due to the need to improve existing legislation on residents of free economic zones of the Republic of Belarus (hereinafter - FEZ) in connection with the new conditions of the activity of economic entities, as well as intense competition for investors among the countries - participants of the Eurasian Economic Union (hereinafter - the EEU).
In particular, in connection with the cancellation on January 1, 2017 customs privileges for FEZ residents during the delivery of goods to the territory of the EEU Decree following compensatory measures:
FEZ residents’ exemption from value added tax on the part of the imported goods included in the composition of the products closing of the free customs zone procedure by placing the goods under the customs procedure of release for domestic consumption;
release of FEZ residents from rent for the land owned by the state, located on the territory of respective FEZ, regardless of the direction of their use.
These measures will help to partially offset the additional costs of FEZ residents and preserve the competitiveness of products in the domestic and foreign markets.
In accordance with the Decree expand the boundaries of FEZ "Vitebsk", which is due to the possibility of using a number of benefits provided for FEZ by the project of the Customs Code of the EEU.
Into the boundaries of FEZ "Vitebsk" is included a plot of land with total area of 231 hectares for the realization of the investment project "Construction of multi-modal industrial and logistics complex in the village of Bolbasovo, Orsha district." The decree also provides for the adjustment of the investment in the implementation of the investment project of business entity, applying for the right to register as a resident of FEZ, from € 1 million to 500 thousand Euro, provided the investment within three years from the date of conclusion of the contract on activity conditions in FEZ.
In addition, the Decree establishes a single period of activity extension of Belarusian FEZ to 31 December 2049, which will contribute to the competitiveness of domestic FEZ and creation of equal conditions for investment attractiveness.
