On May 17-18, 2018 the 7th International Economic Forum "Innovations. Investment. Prospects" was held in Vitebsk. The Administration of FEZ "Vitebsk" was one of its organizers.
This year the main events of the International Economic Forum took place in the Summer Amphitheatre. As always, the participants were able to witness the investment potential of the companies in the Vitebsk region, as well as the residents of the FEZ "Vitebsk".
The 7th International Economic Forum "Innovations. Investment. Prospects" gathered 42 delegations from 14 countries all over the world (Russia, Ukraine, Lithuania, Latvia, Poland, Turkey, Vietnam, Israel etc.).
Among others, the Forum held the networking section "FEZ as a Promising Basis to Attract Foreign Investment". The Section of the Free Economic Zone "Vitebsk" was attended by: Fatih Turhan, the Trade and Economic Advisor of the Embassy of the Republic of Turkey to the Republic of Belarus, Kazimezh Zdunovski, the Chairman of the Polish-Belarusian Chamber of Commerce, Isabella Vitashek, the Head of Business and Autonomy Support of the Łódź Regional Development Agency - a FEZ "Vitebsk" partner, as well as representatives from Russia and Lithuania. The Section participants held presentation, shared experience of attracting foreign investment and implementing investment projects within the FEZ "Vitebsk" preferential regime.
On the 1st August the Ambassador of the Republic of Turkey to the Republic of Belarus Mrs. Kebzan Nilvana Darama visited Vitebsk.
It was the first visit of Mrs. Nilvana Darama to Vitebsk, the main aim was to get acquainted with the Vitebsk region, establish contacts with the region government, and visit the free economic zone "Vitebsk". The delegation included Turkish businessmen in addition to diplomats.
At the meeting with Vice-chairman of the Vitebsk Region Executive Committee Oleg Matskevich, the two parties discussed in details the status and prospects of trade and economic cooperation, targeted ways for further two-sided cooperation.
Within the framework of the visit, the Turkish delegation headed by the Ambassador visited the administration of the free economic zone "Vitebsk". The guests had an opportunity to get acquainted with the investment potential of the Vitebsk region, which caused a certain interest in representatives of Turkish business. By the way, in the five months of this year, the turnover of residents of the FEZ "Vitebsk" with Turkey amounted to more than 3.5 million US dollars. The only exporter is "Orsha Linen Mill", compared to the same period last year, the export growth rate was 162%. In business negotiations with the Turkish delegation in the administration of the FEZ "Vitebsk" the director of the Vitebsk regional marketing center Irina Makarenko took part.
As the result of the visit, the certain number of agreements have been reached, one of which is the organization of the visit of the delegation of the Vitebsk region to Turkey in September-October this year to establish mutually beneficial cooperation, as well as possible exchange of experience.
December 30, 2016 was signed the Presidential Decree № 508 "On the change of the Presidential Decrees" (hereinafter - the Decree). The urgency of its adoption due to the need to improve existing legislation on residents of free economic zones of the Republic of Belarus (hereinafter - FEZ) in connection with the new conditions of the activity of economic entities, as well as intense competition for investors among the countries - participants of the Eurasian Economic Union (hereinafter - the EEU).
In particular, in connection with the cancellation on January 1, 2017 customs privileges for FEZ residents during the delivery of goods to the territory of the EEU Decree following compensatory measures:
FEZ residents’ exemption from value added tax on the part of the imported goods included in the composition of the products closing of the free customs zone procedure by placing the goods under the customs procedure of release for domestic consumption;
release of FEZ residents from rent for the land owned by the state, located on the territory of respective FEZ, regardless of the direction of their use.
These measures will help to partially offset the additional costs of FEZ residents and preserve the competitiveness of products in the domestic and foreign markets.
In accordance with the Decree expand the boundaries of FEZ "Vitebsk", which is due to the possibility of using a number of benefits provided for FEZ by the project of the Customs Code of the EEU.
Into the boundaries of FEZ "Vitebsk" is included a plot of land with total area of 231 hectares for the realization of the investment project "Construction of multi-modal industrial and logistics complex in the village of Bolbasovo, Orsha district." The decree also provides for the adjustment of the investment in the implementation of the investment project of business entity, applying for the right to register as a resident of FEZ, from € 1 million to 500 thousand Euro, provided the investment within three years from the date of conclusion of the contract on activity conditions in FEZ.
In addition, the Decree establishes a single period of activity extension of Belarusian FEZ to 31 December 2049, which will contribute to the competitiveness of domestic FEZ and creation of equal conditions for investment attractiveness.
Latvian-Belarusian business forum, which was aimed on promotion of economic cooperation and establishment of business contacts between businessmen of Belarus and Latvia took place in Riga. The forum was attended by a delegation from Belarus, which included representatives from 72 government agencies, business organizations and enterprises of such industries as transport and logistics, information technology, trade and finance.
The result of the participation of representatives of the Administration of the FEZ "Vitebsk" in the VII Latvian-Belarusian business forum is the signing of the Cooperation Agreement with the Society for promotion of the Latvian-Belarusian economic relations. Mutual cooperation of the FEZ "Vitebsk" and the Society for promotion will make it possible to implement joint objectives in the sphere of economy and investment.
In addition, during the business forum, representatives of the administration attended section "Transport and Logistics", where they presented the investment project of "Bremino Group" LLP, which is scheduled for implementation in rural settlement Bolbasovo of Orsha region in the territory of FEZ "Vitebsk", and also held a series of meetings in the «business-to-business» format.

Within the official visit to the Republic of Belarus, the delegation of the Bryansk region of the Russian Federation visited Free Economic Zone (FEZ) "Vitebsk". The program of stay of the delegation included a meeting in the Administration of the FEZ "Vitebsk" to negotiate in a round table format, as well as visiting a number of FEZ "Vitebsk" resident companies to get acquainted with production activity and their manufactured products.
During the round table meeting, the parties got acquainted with investment potential, as well as preferential conditions for doing business in the territory of FEZ "Vitebsk", and then discussed the issues of bilateral cooperation concerning the creation of new industrial enterprises.
In the course of the guided tour over enterprises-residents of FEZ "Vitebsk" UE "Polymerconstruction and JSC" Vitebsk carpets", special attention was paid to the expansion of mutually beneficial cooperation with trading partners from Bryansk region of the Russian Federation.
Summing up the visit, the parties exchanged opinions on the need to join efforts in trade and economic cooperation development, outlining measures to promote partnership relations between Bryansk region of the Russian Federation and Vitebsk region of Belarus.
The meeting of the Presidium of the Council of Ministers of the Republic of Belarus on the issue of the effectiveness of free economic zones took place.
The Prime Minister of Belarus A. Kobyakov noted a significant contribution of free economic zones to the republic-wide macroeconomic performance.
Today Belarusian FEZ, as a tool to stimulate the creation and development of modern high-performance production, attract investment, increase export of production and create new jobs, continue to prove the feasibility of their formation for the socio-economic development of regions and the country as a whole. In 2013 – 2015, FEZ residents produced more than 11% of the country's industrial production, their export share was 12-13%, the contribution of residents to attraction of foreign direct investment on a net basis ranged from 9% to 15%.
In order to increase investment attractiveness of free economic zones relations, draft normative-legal acts have been approved for the following:
- extension of term of activity of the Republic of Belarus FEZ till 31.12.2049;
- criteria lowering on the investment volume for a FEZ resident registration from 1 million EURO to 500 thousand EURO (with the condition to invest within 3 years).
The following proposals were supported:
- cancellation of restrictions on the registration as FEZ residents that initiate foodstuffs production, light industry production, certain types of household appliances;
- Changes of VAT collection conditions when selling products on the territory of the EAEC for FEZ residents similarly to the norms of the Russian legislation.
The delegation of German business groups headed by the Ambassador Extraordinary and Plenipotentiary of Federal Republic of Germany in Belarus Peter Dettmar carried out an official visit to FEZ "Vitebsk" Administration .

The program of events included a round table meeting where the Belarusian party in addition to the management of FEZ "Vitebsk" Administration was presented by the Director General of the unitary enterprise "Vitebsk branch of the Belarusian Chamber of Commerce" Natalia Vorobyova, as well as representatives of enterprises-residents of FEZ "Vitebsk": the Director of the unitary enterprise "Polymerconstruction " Sergey Ivanov, Deputy Director for Commerce of design engineering bureau "Display" JSC Evgeny Ivanov, Financial Director of "Energokomplekt" LLP Nadezhda Podhajskaya , Acting Director General of "Vitiaz" OJSC Gennady Azarov, Deputy Director for Commercial Affairs RUPTP "Orsha Linen industrial complex" Dmitry Muravyov
During the negotiation process, there was a presentation of the investment potential of the FEZ "Vitebsk", after which the two parties exchanged opinions on the possibilities of doing business in terms of tax and customs preferences; they also discussed the next steps in the development of bilateral cooperation. Particular attention was paid to new approaches to carrying on foreign economic activity and problems of access of FEZ "Vitebsk" resident enterprises production to EU markets. After the round table meeting, the German delegation visited UE "Vitella" - the first enterprise-resident of the FEZ "Vitebsk", which received the capital from Germany. There they got acquainted with the production process and samples of the finished product.
During the current period of 2016, the export of enterprises-residents of FEZ "Vitebsk" to Germany amounted to more than $ 10 million, import amounted to about $ 5 million. Positive balance of foreign trade compared to the reporting period of 2015 allows to note the positive dynamics of mutual trade turnover.
During the International Art Festival "Slavic Bazaar", Belarusian-Slovak Business Forum "Innovation - the way to successful integration” took place in the city on July 12-14.
The Forum provides a platform for the meeting of business and government authority of Belarus with foreign partners - international organizations, businessmen and financial institutions. In addition to the establishment of useful contacts to promote innovative systems of modern economy, the event was intended to improve the social significance of entrepreneurship, development of small and medium-sized businesses with the support at the local level.
The forum was attended by the Administration of FEZ "Vitebsk", representatives of the authorities, Belarusian, Russian and European associations for support of small and medium businesses, specialized financial institutions. The rich program allowed to discuss the prospects of cooperation in energy, engineering, wood processing, pharmaceuticals, agriculture, light industry, tourism and recreation. The business part included a plenary session; signing of agreements; International conference "Tourism without Borders"; exhibitions "Innovative Technology", "Light industry", "Food Industry", "Tourist Industry"; contact-cooperation exchange and visiting of Vitebsk enterprises. As well, in the course of the Business Forum, a series of cultural events such as the recital of Slovak films, photo exhibition, presentation of clothes of Vitebsk designers and other were held.
